Announcing a Maintainer in Residence: Scott Schafer for the Cargo Team

The Rust Foundation announced Scott Schafer, a three-year Cargo team member, as the newly funded full-time Maintainer in Residence for Cargo, backed by Project Priorities budget funds plus additional support from AWS.
Schafer previously implemented Cargo workspace inheritance and helped move compiler diagnostics to the annotate-snippets crate.
