Enabling the Next-Generation Trait Solver on Nightly

After nearly four years of development, Rust's next-generation trait solver, the largest single change to the compiler since its inception, was enabled by default on nightly to surface remaining bugs ahead of stabilization.
It replaces how the compiler proves where-clauses and normalizes associated types, fixing over 200 tracked issues and unblocking features like Type Alias Impl Trait.
