HCP Terraform: Workspaces and Stacks Restore, and More

HashiCorp shipped five HCP Terraform and Terraform Enterprise updates aimed at platform teams: GA restore for deleted workspaces and Stacks with a 30-day recovery window, GA monorepo support so multiple Stacks can live in one repo, and a public-beta guided CLI migration path from workspaces to Stacks.
It also adds GA project-scoped registry tagging and GA granular, project or workspace-level policy override permissions.
