PostgreSQL Anonymizer 3.2: Faster Pseudonymization

Dalibo released PostgreSQL Anonymizer 3.2, introducing new masking functions roughly 40x faster than the deprecated ones, and adding locale support.
The release also fixes three CVEs including privilege-elevation and SQL-injection issues in masking-rule handling, and now blocks superusers from running masking functions to enforce least-privilege.
