Terraform 1.16.0 Released

This minor release adds a new store block in terraform_data to preserve provider-specific, ephemeral, and sensitive state across plan and apply, and lets providers use nested blocks as computed values.
It also adds a Linux s390x binary, resource action triggers with halt, taint, and continue failure modes, and Mermaid-format graph output.
